Toward Smart and Scalable Photonic Systems: A Research and Workforce Vision for North Dakota

Photonics, the science of generating, controlling, and detecting light, now underpins artificial intelligence, quantum computing, defense, and space systems. Photonic integrated circuits (PICs) place lasers, modulators, and detectors on a single, CMOS-compatible chip, offering a scalable path to smarter, lower-power systems than conventional electronics. The global PIC market is projected to grow from $12.7 billion in 2023 to over $60 billion by 2032, driven largely by the shift toward optical interconnects for AI data centers, alongside growing use in AI accelerators, LiDAR, quantum computing, and satellite communications. North Dakota sits squarely at this intersection. The state's defense installations operate unmanned aircraft and ISR missions that need lighter, more power-efficient sensors and processors, exactly what PICs provide. Space systems face similar constraints, with satellites and spacecraft needing the same low size, weight, and power profile that PICs are designed to deliver. Until Dr. Hossain joined UND in January 2026, no North Dakota faculty conducted chip-scale PIC research, even as a national AIM Photonics/MIT workforce study projects a need for 42,000 new U.S. photonics technicians by 2030. This talk begins with the core building blocks of a PIC and its key fabrication and integration challenges, before outlining UND's vision for building that capability: a research program spanning on-chip LiDAR, AI accelerators, photonic analog-to-digital conversion, RF photonics, quantum PICs, and space-based photonic sensing, supported by a new ND EPSCoR-funded PIC characterization laboratory. EE 490/EECS 590, North Dakota's first dedicated PIC course, is building regional photonics capacity. As this program grows, it welcomes collaboration with faculty, students, and researchers at North Dakota's Tribal Colleges and Universities, Primarily Undergraduate Institutions, and research universities.
