North Dakota E-CORE/E-RISE submission
The current NSF E-CORE (25-523) and E-RISE (25-522) solicitations require principal investigators to provide the jurisdictional steering committee notice of their intent to submit a proposal prior to submission. A copy of the letter provided to the jurisdictional steering committee must be included under the supplemental documents section of the proposal. A response or approval from the jurisdictional steering committee is not required.

Notice of intent to submit
Please use this link to submit your letter informing the ND EPSCoR State (Jurisdictional) Steering Committee of your intention to submit an E-CORE or E-RISE proposal. Please include the following in your letter:

the title of the proposal
-
the PI and all co-PIs including their institution
-
all additional collaborators including their institutions or organizations

and a brief project summary (under 250 words).​ ​
​​Request a Letter of Collaboration
If the PI would like to receive a letter of collaboration from the ND EPSCoR State Steering Committee for inclusion in the application package, they should contact Jim Doolittle at least 30 days prior to the submission deadline. Please include a copy the proposal’s Project Summary with the emailed request.

Early-Stage Planning Support
Please notify the ND EPSCoR Office if you are in the early planning stages for an E-CORE or E-RISE application. Email Jim Doolittle with the targeted research area if an E-RISE or the targeted Cores if an E-CORE. Include contact information for the PI or lead organizer. The ND EPSCoR Office can assist in communicating interest and team building throughout the jurisdiction. The ND EPSCoR Office also has resources for early-stage team building and ideation. Small awards to convene and catalyze collaborative interinstitutional conversations leading to an NSF Planning Grant are available.​

Working with TCUs or Tribal nations​​
Per the NSF, "proposals that may impact the resources or interests of a federally recognized American Indian or Alaska Native Tribal Nation (Tribal Nation) will not be awarded by NSF without prior written approval from the official(s) designated by the relevant Tribal Nation(s).

Proposers seeking NSF funding for such proposals must:
a. Seek guidance from the potentially impacted Tribal Nation(s) regarding which activity/activities require(s) review and prior approval from an authorized designee(s) of the Tribal Nation(s); and
b. Based on the guidance received, submit a written request to the relevant Tribal Nation(s), for approval to carry out the proposed activity(ies) that require(s) Tribal Nation review and approval.
c. Check the box on the Cover Sheet entitled “Potential Impacts on Tribal Nations.” Please note that simultaneously submitted collaborative proposals and proposals that include subawards are a single unified project and, as such, the lead organization is responsible for checking the box on the Cover Sheet, if applicable.
d. Include at least one of the following: (i) a copy of the written request to the relevant Tribe(s) to carry out any proposed activity/activities that may require prior approval from the Tribal Nation(s); (ii) written confirmation from the Tribal Nation(s) that review and approval is not required; or (iii) a copy of a document from the relevant Tribal Nation(s) that provides the requisite approval. All such documentation must be uploaded into "Other supplementary documents" in Research.gov. If only (i) is provided, the proposer will still be required to submit either (ii) or (iii) before NSF will make an award decision."
